Keyword stuffing dates back to when the sheer number of keywords on a page had a real effect on rankings, so pages would hide keywords everywhere in ways invisible to visitors, often by matching the text color to the background. It doesn't work anymore. Search engine algorithms have grown sophisticated enough to detect the pattern easily, and websites caught doing it will be penalized. It remains one of the oldest tricks in the black hat SEO playbook.
