Exact Match Anchor Text

Exact-match anchor text is a link whose clickable words are exactly the keyword the destination page is trying to rank for, a link reading "SEO" pointing to a page about search engine optimization, rather than a more natural phrase like "this guide" or the site's brand name.

It's the strongest possible relevance signal a link can send about what its destination is about, which is exactly why it's also the riskiest anchor type to lean on too heavily. A backlink profile where every inbound link uses the same exact-match phrase looks nothing like how people actually link to things in normal writing, and that uniformity is one of the clearer signals search engines use to spot manipulative link building. Used sparingly, as a natural minority alongside brand, generic, and compound anchors, exact-match anchor text is fine and useful. Used as the default for every link-building effort, it tends to do more harm than good.
